Law Enforcement and DHS Work Together to Safely Locate 3 Endangered Children, Arrest Parents in Nebraska

A cooperative two-state effort involving detectives from Oregon State Police Criminal Investigations Division (OSP) and Lane County Sheriff's Office (LCSO), Oregon Department of Human Services (DHS), and law enforcement agencies in Nebraska, led this weekend to the safe recovery of three endangered children, ages 4 – 6, and the arrest of their parents in Red Cloud, Nebraska.
 
According to OSP Criminal Investigations Division Sergeant Alan Gilbert, on April 30, 2010, OSP and LCSO detectives received a report from the State Department of Human Services regarding three missing and endangered children, two girls ages 5 and 6 and a boy age 4, believed to be victims of abuse and neglect. Prior to the report that date, the Lane County Circuit Court in Eugene, Oregon ordered the parents to relinquish custody of the children to Oregon DHS.
 
The parents, ROSWALL LEE ANDERSON, age 26, and JENNIFER LYNNE WIGGET, age 25, both from Cottage Grove, reportedly defied the court order and fled to an unknown location. Oregon DHS employees contacted the couple by cellphone and attempted to negotiate the children's safe return to Oregon DHS custody. The parents refused to turn the children over as ordered by the Circuit court.
 
On Friday afternoon, detectives obtained arrest warrants for the couple charging Custodial Interference in the First Degree, a Class B felony.
 
OSP detectives developed leads tracking the couple and children to a relative's residence in Riverton, Nebraska. At approximately 10:00 p.m., Nebraska State Patrol troopers and Franklin County Sheriff's Office deputies contacted the Riverton residence to take the children into protective custody and arrest ANDERSON and WIGGET. Prior to their arrival, the parents fled with the children.
 
On May 1st, at approximately 9:00 a.m. deputies from Webster County Sheriff's Office located the parents and children in Red Cloud, Nebraska after ANDERSON and WIGGET contacted their department to turn themselves in. Both were taken into custody without incident, and the children were taken into protective custody by Nebraska Health & Human Services officials.
 
Oregon and Nebraska officials are coordinating the children's return to Oregon. No information is available regarding the couple's extradition back to Oregon.
