OSP Detectives Arrest Roseburg Man on Multiple Sex Offenses

Oregon State Police (OSP) detectives arrested a 20-year old Roseburg-area man Wednesday on multiple sex offenses following an indictment by a Deschutes County Grand Jury.
On May 13, 2009, OSP detectives from the Roseburg Area Command office arrested JOHN V. EVANS, age 20, on multiple counts including Rape in the First Degree, Sodomy in the First Degree, Incest, Unlawful Sexual Penetration, and other charges. The Deschutes County Grand Jury indicted EVANS May 12th and OSP detectives arrested him following the issuance of a felony arrest warrant. EVANS was lodged in the Douglas County Jail while awaiting transfer to Deschutes County for arraignment.
The investigation began when the victim disclosed multiple allegations of rape and sexual abuse by EVANS to OSP detectives at the Springfield Area Command office. The juvenile female victim who was known to EVANS alleged the crimes occurred over several years in Deschutes County.
OSP Springfield Detective Gale Cochell notified OSP Roseburg Detective Brian Assmus for follow-up investigation. The subsequent investigation, including contact with EVANS and supporting evidence, led to the grand jury indictment and arrest.
