Salem Man Arrested Following Attempt to Elude on I-5 Between Wilsonville and Salem

A Salem-area man was arrested by Oregon State Police (OSP) troopers Monday evening after he attempted to elude over 20 miles southbound on Interstate 5 between Charbonneau and Salem. The man's fleeing attempt to avoid arrest ended after OSP was able to deploy spike strips and deflate some of the vehicle's tires.
On May 17, 2010 at approximately 7:08 p.m. OSP Northern Command Center dispatch received a report of a possible domestic disturbance occurring in a silver 2002 Toyota Camry northbound on Interstate 5 near milepost 280. Eight minutes later, OSP Trooper Chris Schinnerer spotted the vehicle exiting at the Charbonneau exit and re-enter the freeway headed southbound.
Schinnerer attempted to stop the Toyota occupied by an adult male driver and adult female passenger. The driver didn't stop and continued southbound at 60 – 70 mph. As it neared Woodburn, the Toyota sped up to near 120 mph continuing into the Salem area where Marion County deputies and Salem police were in position to assist. An OSP trooper successfully deployed spike strips just prior to Salem causing tires to eventually shred as speeds dropped to near 40 mph. The driver was stopped near milepost 258 and both occupants detained without further incident at 7:37 p.m.
The investigation led to the release of the 59-year old female passenger and arrest of the driver, DAVID WAYNE PLUMB, age 50, from Salem. The man and woman are acquainted.
PLUMB was arrested and lodged at the Marion County Jail for:
  • Felony Attempt to Elude in a Vehicle
  • DUII
  • Driving While Revoked
  • Reckless Driving
  • Recklessly Endangering Another Person
  • Warrant – Fail to Appear: Attempt to Elude
  • Warrant – Fail to Appear: DUII
  • Warrant – Fail to Appear: Assault in the Fourth Degree
