Jackson County District Attorney Mark Huddleston announced today the successful conclusion of an international cooperative effort ending a four-year search for a murder suspect wanted in connection with the southern Oregon death of a 33-year old mother of two children. The suspect was arrested last week in Mexico following an extensive investigation and search involving local, state and federal agencies in the United States and Mexico.
JOSE PEREZ SILVA, age 33, was arrested May 28, 2009 by the Mexican Federal Department of Investigation near the town of Puerto Vallarta, Mexico. PEREZ SILVA, who was 29 years old at the time of the alleged crime, was wanted on a murder warrant issued out of Jackson County, Oregon in connection with the May 3, 2005 death of ANA BERTHA MERAZ, age 33. The victim's body was found the morning of her death next to her vehicle along Interstate 5 near milepost 11 south of Ashland.
After the victim's body was discovered, the lead agency - Oregon State Police - requested the activation of the Jackson County Major Assault / Death Crime Team. The initial investigation led by Oregon State Police Detective Blain Allen moved quickly to identify PEREZ SILVA as the person responsible for the murder. Jackson County-area law enforcement agencies participating on the multi-agency team in the early stages of the investigation included:
  • Oregon State Police (lead investigating agency)
  • Jackson County District Attorney's Office
  • Jackson County Sheriff's Office
  • Medford Police Department
  • Central Point Police Department
  • Ashland Police Department
In the days following the victim's death and subsequent search for PEREZ SILVA, detectives were led to numerous locations in central California. PEREZ SILVA's green 1995 Nissan Pathfinder was recovered in California but detectives were unable to find him.
On May 6, 2005 a warrant was issued in Jackson County charging PEREZ SILVA with the murder of ANA BERTHA MERAZ.
As the investigation continued, information developed indicating the suspect was in Mexico.
An international cooperative effort involving the government of Mexico and the following agencies led to a Mexican Provisional Arrest warrant for Murder being issued in Mexico on August 24, 2006 for the suspect's arrest:
  • U.S. Department of Justice
  • Office of International Affairs (Central America Team)
  • U.S. Marshals Service
In March 2009, Oregon State Police detectives learned of new information about a possible location in Mexico of PEREZ SILVA. This information was forwarded to the U.S. Marshals Service and the Mexican Federal Police that led to the suspect's arrest.
The extradition process has begun to bring PEREZ SILVA back to Jackson County, Oregon for prosecution on the murder charge.
