Four Arrested in Multi-Agency Methamphetamine Investigation

A multi-agency investigation led to the arrest of a suspect well-known in Lincoln County and other associated suspects related to allegations of selling methamphetamine. The investigation started over two months ago when an undercover officer began buying methamphetamine from JASON ROBERT PERRY, age 33, from Philomath. The Philomath Police Department, with the assistance of ATF, initiated the investigation that led to the involvement of the Lincoln Interagency Narcotics Team (LINT).

On June 20, 2011, PERRY was arrested after he was stopped in Corvallis. A search of his vehicle led to the discovery of approximately 3 ounces of methamphetamine and over $1,700 in cash. A search warrant was later served at his residence where officers found more methamphetamine, two firearms, stolen property and other evidence. PERRY was lodged in the Lane County Jail on federal charges.
Another suspect identified as PAUL ROBERT RUPRECHT, age 38, from Brownsville, was arrested at a separate location after he was observed meeting with PERRY and delivering methamphetamine to PERRY in the Corvallis area. After RUPRECHT was stopped, a Benton County drug detection canine assisting in the investigation helped officers find a quantity of methamphetamine concealed inside in a "Red Bull"can and over $3,000 cash. RUPRECHT was arrested and lodged in Linn County for Unlawful Delivery and Possession of a Controlled Substance.
An associated search warrant was served at a residence in Lincoln County at the 1500 block of East Canal Creek in Waldport. Officers contacted MARNI SARANE TEGNER, age 46, and arrested her after finding methamphetamine, marijuana, and hashish. TEGNER was arrested and lodged for Unlawful Possession and Delivery of a Controlled Substance.
After RUPRECHT'S arrest, Linn County drug detectives served a search warrant at RUPRECHT'S Brownsville-area residence in the 36000 block of Highway 228. Officers found methamphetamine, marijuana, a marijuana grow, over $7,900. in cash and eight firearms. A female at the residence identified as HEIDI ANN HUNTER, age 31, was arrested and lodged in Linn County Jail. During the search a suspected booby trap device was located in the garage and dismantled.
RUPRECHT and HUNTER were charged with Unlawful Delivery, Possession, and Manufacture of Controlled Substances, Felon in Possession of Firearms, Child Endangerment and Child Neglect.
Other law enforcement agencies participating in the investigation included Albany Police Department, Benton County Sheriff's Office, Corvallis Police Department, Lincoln County Sheriff's Office, Linn County Sheriff's Office, and Oregon State Police.
