OSP Investigation Leads to Indictment of Former OYA Program Director

Following an Oregon State Police investigation, the Umatill County District Attorney's Office announced the indictment of DARRIN N. HUMPHREYS, age 43, from La Grande, on a 26 county secret indictment issued June 23, 2008 by the Union County Grand Jury.  HUMPREYS was arraigned Thursday, June 26th, in the Union County Circuit Court and voluntarily appeared with his attorney, Janie Burcart.
 
The charges related to conduct which occurred between January 2005 and June 2007.  During this time, HUMPHREYS was employed by the Oregon Youth Authority (OYA) as the Director of the Riverbend Youth Transitional Program in La Grande.  In 2007, he was appointed Superintendent of the MacLaren Youth Correctional Facility in Woodburn.  HUMPHREYS had been employed by OYA since 1990 and resigned in June 2007 following a referrel of information by the OYA Professional Standards Office to Oregon State Police.  In April 2007, Oregon State Police initiated a criminal investigation and were assisted by OYA Professional Standards Office staff.
 
The indictment includes multiple counts of Theft in the First Degree (7 charges), Theft in the Second Degree (2 charges), Official Misconduct in the First Degree (9 charges), Tampering with Public Records, Tampering with a Witness (2 charges), and Menacing (5 charges).
