Registered Sex Offender Arrested Following Public Indecency Incident at State Park south of Newport

Oregon State Police (OSP) arrested a 73-year old registered sex offender Tuesday following an investigation into an incident last week at a state park south of Newport in which the suspect allegedly exposed himself to two juvenile age females.
According to OSP Senior Trooper Dave Peterson, on July 5, 2011 at approximately 1:30 p.m. a complaint was received that an unknown elderly adult male exposed himself to two females, ages 14 and 15, on a trail leading to the beach at Lost Creek State Park located about seven miles south of Newport. The girls were part of an organized group visiting the state park and they reported the incident to an adult chaperone.
The adult male chaperone spotted the suspect leaving in a vehicle, caught up to the vehicle before it got out of the park and delayed the suspect long enough to take a photograph.
Using the photograph, Peterson positively identified the suspect as JULIAN HAROLD COMBS, age 73, a registered sex offender. When updating his sex offender registration in May 2011, COMBS provided a Salem-address which was determined to not be a current, permanent address.
On July 12, 2011 COMBS was located at a residence in Newport where he was living and was taken into custody. COMBS was lodged in the Lincoln County Jail for Failure to Report as a Sex Offender and two counts of Felony Public Indecency.
