Portland Man Arrested Related to Stolen Lottery Tickets Investigation

Oregon State Police Lottery Gaming Section detectives arrested a Portland man Tuesday afternoon on multiple counts of theft by receiving related to an investigation into lottery tickets stolen during a burglary of a Rockaway Beach convenience store about a year ago.
 
LAWRENCE DELANO TEMPLE, age 50, from southeast Portland, was arrested on 49 counts of Theft by Receiving and lodged at the Multnomah County Jail.
 
In August 2007, Rockaway Beach police investigated the burglary of a Rockaway-area convenience store in which approximately 3,700 scratch-off tickets were taken. OSP Lottery Gaming Section Detective Cari Boyd led a follow-up investigation that identified TEMPLE as a suspect allegedly involved in selling some of the stolen lottery tickets connected to the burglary that were submitted for redemption at lottery headquarters. TEMPLE has not been charged related to the burglary but he was arrested today after detectives served a search warrant at his residence.

The Department provides all security services necessary to ensure security, fairness, integrity, and honesty in the operation and administration of the Lottery, including but not limited to:
  • Background investigations of all prospective employees, Lottery game retailers, Lottery vendors, and Lottery contractors;
  • Detection and investigation of crimes against the Lottery;
  • Enforcement of the State prohibition on gray machines;
  • Consultation and recommendations regarding gambling issues and on-site security measures; and
  • On-site security and surveillance of all Lottery premises.
