Driver Arrested in Related to Fatal Traffic Crash - Milo McIver State Park

A Milwaukie-area woman was arrested following treatment at a Portland-area hospital on multiple charges including Manslaughter in the Second Degree related to a single vehicle fatal traffic crash Saturday evening in Milo McIver State Park near Estacada. One person was killed and four others, including the driver, were injured. Oregon State Police (OSP) troopers investigating the crash noted alcohol and speed as contributing factors.
 
On August1, 2009 at approximately 8:06 p.m. a blue 1996 Volkswagen Passat four-door driven by KATIE ERIN WARREN, age 21, from Milwaukie, had driven with four passengers from Barton Park to Milo McIver State Park following a day of floating on the river. According to witnesses, the Volkswagen Passat was seen driving recklessly and erratically at high speeds on S. Springwater Road prior to entering the park and this continued into the park area where the posted speed is 25 mph. As the car traveled northbound on S. Entrance Road it went off the shoulder and collided with several trees.
 
An OSP trooper and Estacada Fire Department personnel arrived a few minutes after the crash happened. Four occupants in the car had non-life threatening, but serious, injuries. A passenger in the right rear seat identified as CHESTER RAIMER, age 48, from Milwaukie, was pronounced deceased at the scene. He was not using safety restraints.
 
Three other passengers were seriously injured and subsequently transported by AMR ambulances to Portland-area hospitals. Right front female passenger ISABEAU E. WINTERS, age 21, from Milwaukie, was taken to Oregon Health Sciences University (OHSU). Left rear female passenger JELYSE L. CALKUM, age 21, from Milwaukie, was taken to Legacy Emanuel Hospital. Center rear male passenger TAYLOR W. TORGERSON, age 21, from southeast Portland, was taken to Legacy Emanuel Hospital.
 
WARREN was transported to OSHU with minor injuries. After being treated and released, OSP troopers immediately took her into custody and lodged her in the Clackamas County Jail on the following charges:
  • Manslaughter in the Second Degree
  • Assault in the Second Degree (3 counts)
  • Driving Under the Influence of Intoxicants
  • Reckless Driving
  • Recklessly Endangering Another Person (4 counts)
 
Bail is preliminarily listed at $1,295,000.
 
Safety restraint use information is still pending confirmation.
 
OSP troopers and a detective from the Portland Area Command office, working in conjunction with the Clackamas County District Attorney's Office, are continuing the investigation. Any witnesses to the Volkswagen Passat's driving before or at the time of the crash who have not been interviewed by troopers is asked to contact Recruit Trooper Dessa DeForest at (503) 731-3020 ext. 448.
