Longview, WA AMBER ALERT Suspect and Child Located by OSP in Wilsonville Area

The suspect and child sought in connection with an AMBER ALERT out of Washington State was located by Oregon State Police (OSP) Friday afternoon in Wilsonville. The child was safely recovered and two men, including the suspect, taken into custody.

On August 3, 2012 at approximately 12:59 p.m. OSP Sergeant Fred Testa spotted the black 2012 Nissan Altima southbound on Interstate 5 near milepost 287. At 1:02 p.m. a traffic stop was initiated in a gas station parking lot west of Interstate 5 in the north Wilsonville area. With the assistance of Clackamas County Sheriff's Office, two people including the suspect were detained without incident. The child was found safe in the vehicle.

The men arrested were identified as driver JOSEPH EUGENE LEYVA, age 30, from Kelso, Washington, and suspect ISMAIL HASHEM, age 23. Both men were transported to the OSP Portland Area Command office where OSP detectives assisted Longview Police detectives during questioning. Both men were lodged later at the Clackamas County Jail on Fugitive From Justice charges based upon outstanding arrest warrants out of Washington. HASHEM had a felony warrant for Burglary and Assault. LEYVA had a felony warrant out of Lewis County, Washington for Escape.

According to Longview, Washington Police Department, on August 3, 2012 at approximately 9:00 a.m. a 9-1-1 call was received in the area of Park Hill Drive from a 14-year old babysitter advising a male named ISMAIL HASHEM (also goes by SOMA HASHEM) entered the residence and abducted his 8-month old son, JAYCE HASHEM. ISMAIL HASHEM is the non-custodial parent and a restraining order is in place barring him from contact with the child. ISMAIL HASHEM fled on foot with the infant.

Additional charges possible in both states. All questions regarding the investigation should be directed to Longview, Washington Police Department. The child was to be turned over to Oregon Department of Human Services pending return to a legal guardian.

Prior to the arrest, Oregon State Police was preparing to activate an AMBER ALERT in Oregon based upon a request from Longview Police Department. Personnel and resources were in place to issue an AMBER ALERT in Oregon at the time the vehicle was stopped.
