Woman Arrested Related to Plan to Kidnap Infant in The Dalles

Oregon State Police, with the assistance of Wasco County area law enforcement agencies, arrested a The Dalles-area woman Friday evening on allegations she conspired to kidnap an infant child from an acquaintance family. The investigation is being continued and the woman remains in jail pending an initial court appearance on multiple charges.

According to Oregon State Police (OSP) Detective Lori Rosebraugh, on Wednesday, September 2, 2009, information was received of a possible kidnap conspiracy targeting a small infant child in The Dalles area. OSP detectives initiated an investigation that identified BRANDY MARRIE BADILLO, age 27, from The Dalles, as the suspect. On the evening of September 4, 2009 two undercover OSP detectives met with BADILLO during which BADILLO delivered cash and two firearms to the undercover detectives with the expectation that the two men would help her abduct the targeted infant.

Following the meeting, OSP detectives and troopers arrested BADILLO and subsequently lodged her in the Northern Oregon Regional Correctional Facility (NORCOR) in The Dalles. The following charges were filed by the District Attorney:

  • Solicitation to Commit Kidnapping in the Second Degree (three counts)
  • Conspiracy to Commit Kidnapping in the Second Degree (two counts)
  • Attempted Kidnap in the Second Degree

Investigators from the OSP Criminal Investigations Division are continuing the investigation. Members of the Mid-Columbia Interagency Narcotics Team (MINT) and Wasco County Sheriff's Office assisted.
