OSP, Secret Service Ask for Public's Help to Arrest Counterfeit Suspect

Oregon State Police (OSP), working in cooperation with the United States Secret Service, is asking for the public's help to find a man wanted in connection to a counterfeiting case that originated at the Oregon State Fair with connections to a Troutdale-area motel. Two others have been arrested and the investigation is ongoing.
 
OSP is asking for help to find RAYMOND TROY CHADLEY, age 32, from southwest Portland. CHADLEY is wanted on a U.S. Marshals Service warrant for Probation Violation and a Clackamas County warrant for Probation Violation. He has a past history of counterfeit and drug arrests. CHADLEY is described as a white male, 5'11", 155 lbs, with brown hair and brown eyes.
 
On September 1, 2009 OSP troopers investigated reports of counterfeit bills being passed at the Oregon State Fair. Two suspects were found inside the fairgrounds attempting to pass, and in possession of, counterfeit United States currency. The investigation led troopers and detectives to the Travel Lodge in Troutdale where a search warrant was executed and a counterfeit processing plant was found inside one of the rooms. Numerous cut and uncut counterfeit $20 bills were seized along with computers, a printer and additional equipment and products used to make counterfeit currency.
 
Two people were initially arrested and lodged on charges related to the case. BRANT SCHEIBNER, age 29, from Clackamas, was lodged in Marion County Jail on the following charges:
  • Forgery in the First Degree
  • Possession of a Forged Instrument in the First Degree
  • Conspiracy to Commit Forgery in the First Degree
  • Conspiracy to Possess a Forged Instrument in the First Degree
 
BARBARA GIBBS, age 41, from Gresham, was lodged in Multnomah County Jail on the following charges on the same charges listed above.
 
CHADLEY is believed to be linked to the investigation and the two suspects arrested.
