Predatory Sex Offender Arrested in Belize

A 55-year old Warrenton-area man was arrested Wednesday in Belize, Central America at a local casino at the request of the U.S. Marshals Oregon Fugitive Task Force (OFTF).  The man has a number of convictions ranging from Sodomy in the First Degree to Displaying a Child Sexual Conduct.
On September 30, 2009 at 12:50 p.m. WILLIAM CARL WELSH, age 55, was arrested by Belize Authorities in Belize, Central America at the request of the U.S. Marshals OFTF.  WELSH was arrested at a local casino not far from the motel in which he had been residing.  WELSH's previous convictions led to his classification in Oregon as a Predatory Sex Offender.  He was wanted on a State of Oregon Parole Violation warrant out of Clatsop County and was known to have fled the country.
Information was gathered by the Oregon State Police (OSP) in conjunction with Clatsop County authorities.  The case was referred to the OFTF and the full-time OSP trooper assigned to the OFTF who then officially joined the search for WELSH.  OFTF investigators determined that WELSH had traveled to the country of Belize and was currently residing there.  U.S. Marshals and Belize Authorities were able to quickly locate and arrest WELSH while he gambled at a local casino.  Potential new charges are being investigated by state and federal authorities.
WELSH is being expelled from the Central American country to Houston, Texas where he will face state extradition proceedings likely bringing him back to Oregon.
