OSP Recruit Trooper Investigation Helps Find Wanted Sex Offender in Arizona; Eight Others Sought

A Crook County registered sex offender out of compliance since 2005 was arrested in Arizona this week following an investigation aimed at identifying and locating all out of compliance registered sex offenders in Crook, Deschutes and Jefferson counties. The arrest is part of an investigation by an Oregon State Police (OSP) recruit trooper to identify all possible out of compliance offenders in the tri-county area.
 
During the last three months, OSP Bend Area Command Recruit Trooper Andrea Vaughn teamed with the OSP Sex Offender Registration Unit investigating 110 registered sex offenders in this central Oregon tri-county area. The investigation identified 46 individual cases that were out of compliance with registration requirements. Of those, 28 were misdemeanor cases and 18 were felony cases.
 
Working with each county's district attorney office, the cases were forwarded to the respective office for review and arrest warrant consideration. To date, 14 registered sex offenders have been arrested and eight others have active arrest warrants. Other cases are being reviewed by district attorney offices.
 
One of the cases investigated involved JOSEPH CHARLES UNDERWOOD, age 68, from the Prineville area. UNDERWOOD has been out of compliance for three years and absconded from parole following a conviction for Unlawful Sexual Penetration with a Foreign Object.
 
Vaughn's investigation located UNDERWOOD living at a Kingman, Arizona address. Working in cooperation with the Mojave County Sheriff's Office, deputies found UNDERWOOD and arrested him November 5th as a Fugitive from Justice and Failing to Register as a Sex Offender in Arizona. He is awaiting extradition to Oregon to appear on felony charges in Crook County.
 
The following eight registered sex offenders are wanted and their whereabouts is unknown. Anyone with information about any of these wanted men is asked to call Oregon State Police Northern Command Center dispatch at 800-452-7888.
 
#1) BUTNER, JEFFREY ROBERT, age 21 – Convicted in 2005 of Sex Abuse in the First Degree and absconded from parole and probation since 2005. BUTNER has a felony Deschutes County warrant for Failure to Register as a Sex Offender.
#2) CLOUGH, ROBERT ARTHUR, age 53 – Convicted in 1995 of Sex Abuse in the First Degree and absconded since 2006. CLOUGH has multiple warrants including a felony Deschutes County warrant for Failure to Register as a Sex Offender.
#3) DELORME, DAVIN JOSEPH, age 48 – Convicted in 1993 in Colorado on felony charges. DELORME has a felony Deschutes County warrant for Failure to Register as a Sex Offender.
#4) FOSTER, TARRY LAVERNE, age 43 – Convicted in 1994 for Rape in the Third Degree. FOSTER absconded from parole and has a felony Lane County warrant for Parole Violation and Failure to Register as a Sex Offender.
#5) HADLEY, TROY MATTHEW, age 27 – Convicted in 1996 in Washington for a felony sex crime. HADLEY absconded from parole and probation in 2007 and has a felony Deschutes County warrant for Probation Violation and Failure to Register as a Sex Offender.
#6) HARO, ROBERTO, age 59 – Convicted in 1990 for Rape in the First Degree. HARO is wanted on multiple warrants included felony Deschutes County warrant for Sex Abuse in the First Degree.
#7) TAYLOR, ROBERT PETER, age 35 – Convicted in Colorado and Idaho for misdemeanor sex crimes. TAYLOR is wanted on a misdemeanor Deschutes County warrant for Failure to Register as a Sex Offender.
#8) WOODALL, MARK ANTHONY, age 42 – Convicted in Washington in 1999 for felony sex crime. WOODALL absconded from parole and probation in 2007 and is wanted on a misdemeanor Deschutes County warrant for Failure to Register as a Sex Offender.
 
According to the OSP Sex Offender Registration Unit records, the following statistics reflect the number of registered sex offenders for these respective counties at the end of September 2008:
 
Crook County – 103
Deschutes County – 590
Jefferson County – 102
