Fireworks Display Permits
Display Permits Overview
Fireworks Display Permits include General, Limited, and Special Effects displays. A general display permit may include 1.3g, 1.4g, and special effects fireworks. A limited display permit may only use 1.4g fireworks, and a special effects display permit may only use special effects fireworks. Each date and/or time of display requires a separate permit, with the exception of special effects display permits for exact, and consecutive displays.

 

 
General Display Permits
A General Display Permit authorizes an outdoor display using 1.3g fireworks.  Fireworks authorized by the permit are primarily aerial shells, but may also include 1.4g fireworks and/or special effects fireworks. All general displays must be conducted by a general display operator with a minimum of one assistant. Each general display requires the completion and submission of a Fireworks Display Report for General Display to the OSFM within 10 days of the date of the display. A permit is valid for the date and time of display for which it is issued unless it is revoked or suspended for a violation of ORS 480.110 through 480.165 and/or OAR Chapter 837, Division 12 as adopted by the OSFM. 
 
To apply for a General Display Permit, applicants are required to complete a General Fireworks Display Permit Application and submit it to the OSFM, along with a $100 fee. Applications shall be submitted at least 15 days in advance of the date of the display.

Limited Display Permits

A Limited Display Permit authorizes an outdoor display using 1.4g fireworks. Fireworks authorized by the permit are subject to limitation by the local fire authority and/or the OSFM. Types of fireworks that may be utilized under this permit include firecrackers, skyrockets, missile rockets, and mortars. All limited displays must be conducted by a limited display operator certified by the OSFM, with a minimum of one assistant. A Display Fireworks Report for General Display is not required for a limited display. A permit is valid for the date and time of display for which it is issued unless it is revoked or suspended for a violation of ORS 480.110 through 480.165 and/or OAR Chapter 837, Division 12 as adopted by the OSFM.

Special Effects Display Permits
A Special Effects Permit authorizes either an indoor or outdoor display using special effects fireworks. Special effects fireworks means any effect created by utilizing flammable, combustible, or explosive composition or substance, or any combination of such compositions or substances, or any articles including fireworks, explosives, or smoke which are prepared for the purpose of providing a visible or audible effect by combustion, explosion, deflagration or detonation, and/or fire, and are primarily designed or discharged in connection with performances, events, gatherings, television, radio, theater, motion picture productions, or similar venues which may or may not be presented before live audiences. All special effects displays must be conducted by an operator with a minimum of one assistant. Currently, operators are not required to be certified. A Display Fireworks Report for General Display is not required for a special effects display. A permit is valid for the date and time of display for which it is issued unless it is revoked or suspended for a violation of ORS 480.110 through 480.165 and/or OAR Chapter 837, Division 12 as adopted by the OSFM.
