Fireworks Program
Program Overview
The Fireworks program carries out the requirements of Oregon Revised Statutes 480.110 through 480.165 relating to the sale and use of fireworks in Oregon. Any individual or business involved in the sale of fireworks in Oregon must first obtain a permit from the Office of State Fire Marshal (OSFM). The OSFM also issues operator certificates for those in charge of fireworks displays.

Enforcement
Enforcing fireworks statutes and administrative rules requires the cooperative and coordinated efforts of the OSFM and local fire and police officials. A POCKET GUIDE TO FIREWORKS ENFORCEMENT FOR FIRE AND LAW ENFORCEMENT OFFICIALS is a tool that can be used to assist in reducing fireworks related fires and injuries in Oregon. This Guide is intended as a quick reference to the policies, guidelines, and procedures which the OSFM and others use when enforcing fireworks statutes and administrative rules to assist in confiscation and storage of fireworks, inspection of retail stand/tent locations, and determining types of fireworks, etc. It is not intended as a substitute for comprehensive, detailed enforcement procedures; therefore, a review of related statutes, codes, and rules is essential.

Additional information available to local fire and police officials are fireworks toolkits. These toolkits contain information pertaining to retail fireworks, fireworks displays, or illegal fireworks enforcement. Please click on the Keep it Legal, Keep it Safe, Fireworks Toolkit to access the information.
