West Central Region
Carol Whipple
Carol Whipple
Term Expires: 2017
Residence: Elkton
 
Owner/CEO of Rocking C Ranch in Elkton.  Current board member on the Whipple Foundation – an advised fund of the Oregon Community Foundation; Director of the Douglas Timber Operators; member of the Oregon Chapter of Senior Fellow American Leadership Forum; and member of the Oregon State University College of Forestry Forest Products Lab Advisory Council.  Served as a board member of the Oregon Forest Resources Institute.  Received a Bachelor of Science Degree in Farm Crops and a Master of Science Degree in Ruminant Nutrition from Colorado State University.

Retired in January 2008 as Senior Vice-President after 33 years with Harry and David.  He currently serves on the Board of Directors for the Britt Music Festival.  Serves as a committee member on Oregon State University's College of Agriculture Dean's Capital Campaign Committee.  Received a Bachelor's degree in Food Science from Oregon State University.

Robert Baumgartner

Current manager of the Regulatory Affairs Division of Clean Water Services in Hillsboro. Former Environmental Engineer, Water

Quality Manager and Deputy Administrator with Oregon Department of Environmental Quality.  Developed the State’s first TMDL program along with the first water quality based NPDES permit evaluation process.  Received a Bachelor’s of Science Degree in Fisheries Science and a Master’s of Science Degree in Environmental Engineering, both from the Oregon State University.

Ray Williams

Irrigated farmer and dairy heifer raiser from Milton-Freewater.  Current president of Williams Dairy Heifer Raising.  Formerly served as Commissioner on the Umatilla County Planning Commission.  He currently serves as a board member on the Walla Walla Basin Watershed Council; board member on the Hudson Bay District Improvement Company (an irrigation district);  board member on SOLV; and is a member of the Oregon State Bar.  Received a bachelor’s degree in Economics from Stanford University and a law degree from the Northwestern School of Law.

Full time row crop farmer and irrigator in Ontario.  Current owner and operator of Corn Farms.   Served as chairman of the Owyhee Irrigation District; Nyssa/Napa Beet Growers Board; Snake River Sugar Company Board; American Sugar Growers Board; and Nyssa Co-Op Board.  Attended Treasure Valley Community College in Ontario, Oregon.

North Central Region
 
Dennis Doherty

Retired in June 2013 as Umatilla County Commissioner after 16 years with Umatilla County.  Was a Captain in the U.S. Army; former Deputy District Attorney for Umatilla County; former District Attorney for Morrow County; and owned and operated a law practice in Heppner.  Received a Bachelor’s Degree in Science from University of Oregon and a Juris Doctorate from Willamette University.

Jeanne LeJeune

She has 30 years of experience working in the public sector.  For 20 of those years she worked with the City of Portland in the water and energy fields and for 5 years she was the Chief of Staff for a Portland City Commissioner.  In addition she worked for 10 years in the consulting field, specializing in water planning and governance issues as well as conservation.  She was also the business development manager for an engineering and architectural consulting firm with five offices in Oregon.  She is involved with several charitable organizations and lives in Portland and Tillamook County.
