JJIS Annual Data & Evaluation Reports

Introduction to Reports

The Juvenile Justice Information System (JJIS) Steering Committee publishes a series of annual reports prepared by the JJIS Data & Evaluation Committee, the JJIS Reports Team, and the OYA Research & Evaluation Unit. 
 
The intent of these reports is to aid in the overall planning, development, and evaluation of programs designed to reduce juvenile crime. 

Technical Information

Adobe Reader is required to view the reports.

Online viewing - the full reports in the different report areas are large documents containing all of the individual reports in one publication.  They will require extra time to download because of their size.  These reports do have bookmarks that display when opened in Internet Explorer.

Printable - blank pages have been inserted in some of the reports to facilitate two-sided printing (i.e., forcing certain pages to be a front or back page).

Referral-Based Recidivism

This Recidivism report includes statewide and county-specific measures of recidivism based on the measurement of criminal activity as a gauge of community safety.  The report selects youth who had a criminal referral in a calendar year and tracks them for the following 12 months.   In order to track all youth who had a referral for a full 12-month period, the report requires complete referral data through December 31 of the following year.
Definition of recidivism for this report:
 
“As a measure of public safety, recidivism is defined as a new criminal referral.
 
A criminal referral is a law enforcement report to a juvenile department alleging one or more felony or misdemeanor acts (offenses).”
 
In 2016, the first 36-Month Recidivism Report was published.  The report selects youth who had a criminal referral in a given year and tracks them for the following 36 months.

OYA Recidivism

OYA's Research and Evaluation Office compiles and analyzes data on recidivism rates of various cohorts of OYA youth.
 
Tracking recidivism supports the OYA’s mission by measuring the extent to which agency services have been able to protect the public. In addition, reporting the recidivism measure reflects the agency’s values of excellence in public service, openness, and accountability to the public.

Youth & Referrals

The Youth & Referrals report contains statewide and county-specific reports describing offenses committed by juveniles and the characteristics of the juveniles committing those offenses for the reporting year.
  • The Youth & Referrals report is available in either a full report format or individually by county.  The statewide and individual county reports include the introduction and appendices from the full report.

Referral Trends

The Total Referrals - Charts and Trends (2009) report provides a graphical representation of the 2009 referral data as well as Oregon referral trends over the past 10 years.  The report is a companion to the 2009 Total Referrals year-end report published in March 2010.

Detention

The Detention report contains statewide and county-specific data describing admissions to and releases from juvenile detention facilities -- there are three sets of data for each county and statewide. 
Detention Admissions Reasons by Demographics -- a unique count of admissions to a detention facility during the year, by the reason the youth was admitted to the facility and demographic characteristic (gender, age, and race/ethnicity) of the youth being admitted.
Detention Length of Stay by Demographics -- for each detention release during the year, the length of time spent in the facility (length of stay) by demographic characteristic (gender, age, and race/ethnicity) of the youth.  (The admission may have occurred prior to the reporting year.)
Detention Length of Stay by Admission Reason -- For each detention release during the year, the number of days the youth spent in the facility (length of stay) by the reason the youth was admitted to the facility.  (Note: The associated “admission” may have occurred in a prior reporting year.)

Dispositions

The Disposition report contains statewide and county-specific data of dispositions assigned during the reporting year and the characteristics of the juveniles receiving the dispositions.  Dispositions are grouped into reporting categories consistent with national reporting categories.  Sub-totals and grand totals are provided for each category.  Each statistic is broken down by the youth´s gender, age at the time of disposition, and race/ethnicity.
 

The Disposition report is available in either a full report format or individually by county.  The statewide and individual county reports include the introduction and appendices from the full report.

Dispositions of Youth -- The number of youth that received a disposition by the juvenile justice system during the reporting year.  Youth on the Disposition of Youth report are reported in the most intense disposition category imposed for that youth during the year and in the county that imposed the disposition.

Dispositions of Referrals -- The number of referrals that received a disposition by the juvenile justice system during the reporting year.  Referrals on the Disposition of Referrals report are reported in the most intense disposition category imposed for that referral during the year.

Disposition of Referrals by Offense Category -- The number of referrals that received a disposition by the juvenile justice system during the year by offense category.  Dispositions are reported in the most intense disposition on the referral.  The offense category is the most serious offense associated with the most intense disposition on the referral.   (See the report´s Appendices A & B for more detail.)

NOTE:  Prior to 2006, the Disposition of Referrals by Offense Category was in two parts -- one with referral information and the other included the demographic complement for the referrals.  In the Disposition reports published since 2006, this section appears as a single report.

Programs & Services

Restitution and Community Service

The Restitution report includes statewide and county-specific data describing the number and status of Restitution conditions closed during the year.  The reports count the number of youth along with the amounts of restitution ordered and collected.

The Community Service report includes statewide and county-specific data describing the number and status of Community Service conditions closed during the year.  The reports count the number of youth along with the amounts ordered and completed.
