| 3rd Quarter 2010 Reconciliation Update |
|
For 3rd quarter 2010 (July 1 – Sept 30) we suggest that employers:
1) Continue efforts to accurately report retirees returning to work part-time as retirees, as described in Employer Announcement #58: 2nd Quarter 2010 (April 1 – June 30). Reconciliation update: Employer Announcement #58 reviewed the DTL1 status codes used to report retirees returning to work part-time for PERS employers, as well as calendar year work-hour limits applicable to Tier One/Tier Two retirees and the absence of similar work limits for OPSRP Pension Program retirees.
2) Review employee work histories to determine those who may have reached or exceeded 600 hours total service to date, which overrides “non-qualifying” hire intent for any job segments in calendar year 2010. For employees in “non-qualifying” positions who have now become qualifying, employers will need to reverse (“back out”) DTL2-02 (Regular/Non-Qualifying) wage records submitted thus far, and re-submit those records as DTL1-01 (Regular Wages) records, with total subject salary contributions of 6%. EDX features that can help in this review are the Year-to-Date Wage and Contribution Summary screen, found through the “View Year-to-Date Wage and Contribution Summary” link in the Site Navigation area of employer EDX homepage and the Eligibility Reports, found through the “Eligibility Reports” link.
3) Review regular reports submitted thus far in 2010 to ensure none are missing. Contact your ESC account representative if you need to submit regular reports for 2010 or any past reporting period.
4) Review recent histories for members returning from periods of military service to determine if these are USERRA-qualified. Information on determining and reporting of USERRA-qualified military service can be found through the PERS Employer website, www.oregon.gov/pers/emp/index.shtml, in Employer Announcement #33: USERRA reporting, the recently-posted FAQ on USERRA payments, and the self-paced tutorial “USERRA and Heart Act” available through the “EDX Self-paced Education” link.
