Employer Announcement #62
4th Quarter 2010: Member and Contribution Reconciliation (MACR) Begins
Last year, MACR was formally divided into two phases. This announcement marks the kick off of the first phase of the 2010 Membership and Contribution Reconciliation (MACR).

1) In the first phase, October 1 through December 31, 2010, we ask that employers focus on resolving suspended records and reports for 2010.

2) In the second phase, January 3 through March 4, 2011, we will ask employers to focus on eligibility issues for calendar year 2010. Double check employees in “non-qualifying” positions to ensure they remained under 600 hours total service at the end of 2010. Also, double check those employed for the entire year (January 1  –  December 31,  2010) who may have fallen short of 600 hours total service for calendar year 2010 and thus failed to qualify for 2010.

Your eligibility review should include those in positions with “qualifying” hire intent who have partial-year employment (hired after the first working day of the year or separated before the last working day of the year) to ensure contributions have been submitted for all qualified partial-year employment prior to the end of 2010.

Tools available for 2010 MACR include the Year-to-Date Wage and Contribution Summary screen, which will have available information for any employees for whom you have posted DTL2 records in 2010. The “View Year-to-Date Wage and Contribution Summary” link located on your EDX employer home page will lead you to this screen.  The Eligibility Reports will show you employees who are on pace to exceed 600 hours service in this year but have no contributions to date and members with contributions previously withheld in 2010 who are unlikely to meet or exceed the 600 hour service requirement in 2010.

Your ESC account representative is also available throughout his/her workday to assist you with analysis.
