About Us
The Oregon Public Employees Retirement System (PERS) Contracts and Procurement Section conducts all purchases of goods and services for the agency.
 
How to Do Business with PERS
PERS contracting and procurement processes are subject to the rules and regulations of the Oregon Public Procurement Code in Oregon Revised Statute (ORS) 279. Contracts are established through a variety of solicitation methods, including Invitation to Bid (ITB), Request for Proposal (RFP), and Request for Quotes (RFQ).
 
Vendors wishing to speak with a PERS buyer should contact the buyer directly or the procurement assistant at 503-605-7573 to make an appointment.
 
Contracting Options
The Oregon Department of Administrative Services (DAS)/Enterprise Goods and Services State Procurement Section grants PERS purchasing authority based upon the monetary value of the resultant contract. Solicitations valued at more than $5,000 are publicly advertised in State of Oregon's Purchasing Information Network (ORPIN). A summary of that authority includes:
 
$4,999 or Less
Procurement has discretion to purchase and/or contract without obtaining competitive quotes for these purchases.
 
$5,000 to $149,999
Procurement may purchase and/or contract within these thresholds by obtaining at least a minimum of three competitive quotes for these procurements. Notification to the Oregon Minority, Women, and Emerging Small Business (OMWESB) is also required.
 
More than $150,000
The Oregon Public Procurement Code requires formal competition for all contracts over $150,000. All solicitations are advertised on the ORPIN system. Notification to the Oregon Minority, Women, and Emerging Small Business (OMWESB) is also required.

To see contract opportunities for PERS and other state agencies, go to the State Procurement Office website (www.oregon.gov/DAS/EGS/PS/pages/index.aspx), and under "ORPIN Information" and "Using ORPIN to Find Business Opportunities," click on the Log in to ORPIN button.
 
On the ORPIN login page, click on the Browse link in the left sidebar, and then click on the Browse Opportunities link. Here you can choose to search for solicitations by Open Opportunities, By Organization, or By Product/Service.
