You will not have to pay a deposit, if you can show proof of your ability to pay.

Contact your utility for details.

The Commission has rules addressing how you can establish credit.
You will pay a deposit if:

You left an unpaid balance with that utility within the last 24 months.

Your service was terminated by the utility.
To determine the amount you will pay:

Telephone utilities charge two months’ average or estimated usage for local service. That does not include long distance.
To pay in installments:

Telephone utilities – You can pay four installments beginning at the start of service, and at 30 days, 60 days, and 90 days. Installation fees may be included. The payments will be $20 or one-fourth of the deposit, whichever is larger.
Your deposit will be refunded (with interest):

If you terminate service. Deposits will be used to pay any balance on your account.

Once you establish credit with the utility.
If you move to a new address within the same utility’s service area, the deposit will be transferred to your new account.
