Issues for Discussion:
 
Legal Issues:
  1. Are Electric Vehicle Service Providers (EVSP) utilities or ESS?
  2. Is utility sale of power to an EVSP potentially under FERC jurisdiction?
 
Policy Issues:
  1. Should utilities own and operate EVSE stations?
    1. As a rate based service, or
    2. As an unregulated affiliate
  2. Should utilities create a separate EV customer class?
    1. TOU rate for EV: mandatory or optional with TOU rate for entire premise?
    2. Are the disadvantages (submetering, circumvention potential) sufficient to abandon the idea of a separate customer class?
  3. Smart Charging: Is it too soon, should it be tried on public charging? Private charging? Should it be based on critical peak or renewable availability?
Miscellaneous Issues:
  1. Evaluate EV’s as a source of ancillary services in IRP?
  2. Information to EV owners on Generation Mix and Emissions: Is it too soon? Should information be real time data or average data?
