Advisory Board Information
Overview
The Public Utility Commission of Oregon (PUC) established an OUS Advisory Board by Order 99-197.  The PUC concluded:
 
"Telecommunications carriers who participate in the OUS program should have a voice in how it is administered. We will select an Advisory Board now to provide that opportunity. We believe an Advisory Board will be valuable to us and to the administrator in representing different types of telecommunications carriers and in giving advice gained from experience in providing telecommunications services. The Advisory Board will be helpful in selecting an administrator and in providing advice after the administrator is selected."

Advisory Board Responsibilities
It is the intent of the PUC that the Advisory Board functions in an advisory capacity without having day-to-day responsibilities for managing the fund. The responsibilities of the Board include:
  1. Assist and advise the PUC in the selection of an OUS administrator;
  2. Advise the administrator and the PUC regarding the effective operation of the OUS fund;
  3. Review OUS administration budgets, OUS contribution rate proposals, and various monthly OUS operating reports;
  4. Assist the administrator in reviewing and identifying irregularities in information provided on the OUS worksheets;
  5. Provide an interface between the administrator and telecommunications service providers to resolve problems or disputes and to recommend appropriate action; and
  6. Assist the PUC in evaluating the success of the OUS program.

Representation
The ten-member Board represents the following interests:
  • Three from incumbent telecommunications utilities;  
  • Three from competitive telecommunications service providers;
  • One from radio common carriers;
  • One from a consumer group representing residential customers;
  • One from among the business customers; and
  • One from the PUC staff.
