The Public Utility Commission of Oregon (PUC) is directed to implement a competitively neutral and nondiscriminatory Oregon Universal Service (OUS) fund by ORS 759.425 to ensure that basic telephone service is available at a reasonable and affordable rate. The fund commenced operation on September 1, 2000.
