Public Safety Impacts
Overview

The Recovery Act provided millions of dollars of grant funding to enhance state, local, and tribal law enforcement efforts, including the hiring of new police officers, to combat violence against women, and to fight internet crimes against children. Some examples of public safety funding opportunities that came to Oregon include:
  • $22 million for child support enforcement programs
  • $13.5 million for counties administering post-conviction drug courts for offenders who are diverted from prison
  • Almost $2 million to curb violence against women
  • More than $100 million of State Fiscal Stabilization Fund to help fill the state budget deficit and diminish the drastic reductions that would have occurred in public safety programs at 14 correctional institutions in the state.
 
Projects
Byrne JAG - Recovery Act funds were awarded to administer a post-conviction “drug court” for Measure 57 offenders who are diverted from prison, placing offenders on probation and paying Community Corrections agencies to assume treatment, supervision, and sanction responsibilities. The funding has allowed for increased supervision, frequent drug testing, and intensive treatment. JAG funds in this manner reduce drug use and criminal recidivism among participants and increase public and child safety
 
Military Construction - This award is for the purpose of upgrading the storm sewer system for the Camp Withycombe Military facility.  Upgrades included the removal and replacement of noncompliant storm lines and catch basins, removal of sediment from existing lines that have been impacted by non-compliant storm lines, rerouting of the existing open conveyance system, replanting in the newly installed open conveyance system, expanding/removing sediment from existing bioswales impacted by non-compliant storm lines, and excavation, trenching, backfill, asphalt patching, and landscaping associated with the storm line repair.
 
Military Operations - Multiple Armory maintenance and modernization projects included: roof replacement at Camp Withycombe, a replacement of existing siding, roof and four utility electrical upgrades at Camp Rilea, an interior remodel at Hood River Armory, a complete remodel of the Coos Bay Armory, a motor pool and armory modernization at the Albany Armory, restroom and shower facility modernizations at the BIAK training site, exterior window upgrade at the Salem Armory, a classroom remodel at Brett Hall Armory in Powell Butte, HVAC modernization at the Hermiston Armory, and interior repairs at the Central Oregon Reserve Center. 
 
Stabilization Funds - Gov't. Services - Recovery Act funds through the U.S. Department of Education helped to stabilize state and local government budgets in order to minimize and avoid reductions in education and other essential public services. The Oregon Legislature chose to allocate the Government Services portion of the State Fiscal Stabilization Fund toward preserving jobs and operations at the Oregon Department of Corrections.
