FirstNet in Oregon

In preparation for FirstNet and Oregon’s portion of the FirstNet Network, Oregon has taken an active role in supporting and influencing FirstNet development, ensuring the state’s unique needs are addressed. Furthermore, Oregon’s size, population densities, and terrain make it a manageable and productive proving ground for refining FirstNet’s design and process. Planning for the FirstNet Network

This FirstNet in Oregon technical planning report provides public safety stakeholders a common understanding of the nationwide public safety broadband network (NPSBN) and prepares them for making decisions regarding technology, network plans and future applications. The report describes FirstNet background, uses and applications, network architecture, governance, stakeholder outreach, the consultation and design process, financial considerations, risks, recommendations and next steps.



3-in-1 Network Architecture

FirstNet must provide service to public safety users throughout the United States, including all 50 states, the District of Columbia, and all territories. To meet this objective, FirstNet proposes a 3-in-1 network architecture that augments the terrestrial network system with the use of satellite and mobile deployable communications systems for coverage in rural and remote areas.

The 3-in-1 network architecture concept provides service in primarily non-rural areas using the nationwide public safety LTE network, supported by a hardened commercial LTE infrastructure. In rural and remote areas where towers are not accessible to provide terrestrial services, satellite and deployable systems – system or cell on wheels – will be dispatched to facilitate communications for first responders and public safety personnel.

This 3-in-1 approach ensures that FirstNet will meet its objective of providing service wherever public safety personnel perform their mission.
