Public Meetings

What is a Public Meeting?

The 2011 Oregon Legislature passed House Bill 2788. HB 2788 requires State Agencies, Boards,  Commissions, and Education Service Districts (ESDs) to "...post on the Oregon Transparency website notices of public meetings required to be provided by the state agency under ORS 192.640."   
 
As State Agencies, Boards, Commissions, and Education Service Districts (ESDs) determine which meeting notices to post on this site they will be asking themselves: 
Is it a "public meeting"? 
  • Does the meeting involve a government entity of any type - local, regional or otherwise? (This entity is known as a "public body.")
  • Do the people attending the meeting have authority to make decisions or recommendations to the public body? (This group is known as a "governing body.")
  • Is a quorum required for the governing body to meet in order to make a decision?
  • Is the governing body planning to make a decision or deliberate toward a decision of any type at the meeting?    
If the answer to all questions is "Yes", the meeting is a "public meeting" and falls under the requirements of HB2788.   For additional detail, refer to ORS 192.610 to 192.690.

Additional Guidelines for Meeting Calendar Views

After opening one of the monthly calendars above, the following will assist you in viewing and working with the information.
  • To access more detailed information about a specific meeting - hover your mouse pointer over the meeting.
  • Click to "select" the meeting and a flyout will appear with additional details.  You can also click - "View details for this row" at the bottom of the flyout. 
  • After a few seconds, the meeting details will be displayed just below the calendar. 
  • Once you are done viewing the meeting detail, click the "X" at the top right of the meeting detail viewing area to close this section and continue browsing the calendar.

2016 Public Meetings: Annual List View

For your convenience a List View of all Public Meetings for 2016 is provided below.

Click on the search ico  in the upper left hand corner to search for information. 

To open this list in the data viewer and access the full capabilities of interacting with the data, click on the     icon in the top right hand corner of the frame. This will open up a new window and redirect you to the data.oregon.gov website. Here you will be able to use a wide range of tools to visualize and download data, or create graphs and maps, or filter data, etc.

  • For detailed information about a specific meeting - hover your mouse pointer over the # for the meeting in the far left column.
  • Click the number of the meeting to select the meeting. The meeting detail will be displayed in an area just below the calendar.  
  • Scroll down below the calendar to view the meeting detail. 
  • Once you are done, click the "X" at the top right of thel viewing area.

Oregon Bulletin & Legislative Assembly: Committee Agendas


Oregon Bulletin

The Online Oregon Bulletin is a monthly on-line supplement that contains rule text that has been amended after the publication of the printed Oregon Administrative Rules (OAR's), and proposed rulemaking and hearing notices. The Oregon Bulletin also includes certain non-OAR items such as Executive Orders of the Governor, Opinions of the Attorney General, and Department of Environmental Quality cleanup notices.

The Administrative Rules Unit, Archives Division, at the Secretary of State publishes the on-line Oregon Bulletin and the Oregon Administrative Rules Compilation.

The Oregon Administrative Rules Compilation is an annual print publication containing the complete text of Oregon Administrative Rules (OARs) filed during the previous year through November 15, or the last workday before that if the 15th falls on a weekend or holiday.

 
Oregon Legislative Assembly: Committee Agendas 

Committee Agendas Online provides a quick, up-to-date way to find information as it travels through the committee process. Senate Committees, House Committees, Joint Committees, Joint Special Session Committees, as well as Interim Task Force, Joint Statutory Committees, and Task Force Agendas are available on this website.
