What is a Quasi-Public Agency? In general, a "quasi-public" agency is a publicly chartered body that provides a public service and is overseen by an appointed board, commission, or committee. Typically, these organizations do not rely on the State's General Fund to operate. The information provided below is for a number of quasi-public agencies in the State of Oregon. Note: The following information was obtained directly from each of the respective websites. The Housing Authority of Portland (Renamed Home Forward in 2011) The mission of Home Forward is to assure that the people of the community are sheltered. Home Forward has a special responsibility to those who encounter barriers to housing because of income, disability or special need. Home Forward will continue to promote, operate and develop affordable housing that engenders stability, self-sufficiency, self-respect and pride in its residents and represents a long-term community asset. Home Forward will be a community leader to create public commitment, policy and funding to preserve and develop affordable housing. Four Commissioners represent the City of Portland, two represent the City of Gresham, and two represent Multnomah County. A ninth member — who participates in one of Home Forward’s housing programs — represents the residents and program participants. Commissioners are recommended from the area they serve, appointed by the Mayor of Portland, and approved by the Portland City Council. They serve on the Board for four year terms that are renewable. Website Lane Transit District (LTD) Lane Transit District (LTD) was founded in 1970 under the laws of the State of Oregon that allowed the formation of transit districts as special taxing entities. The District began operating in the Eugene/Springfield area in 1970. LTD serves a population base of approximately 290,000 with a fleet of 119 buses (98 in revenue service as of October 2011) that travel 3.6 million miles annually. LTD is governed by a Board of Directors comprised of seven members, each appointed by the Governor of Oregon. Each Board member represents a subdistrict of LTD's service area. The Board is responsible for development of District policies and hires and directs the activities of the general manager. The general manager, in turn, directs the daily activities of the District and is responsible for the overall management of the District and its employees. Website Oregon Health Sciences University (OHSU) Oregon Health & Science University (OHSU) is the state’s only comprehensive public academic health center. Its fundamental purpose is to improve the health and well being of people in Oregon and beyond. Website Portland Development Commission (PDC) The Mission is to bring together resources to achieve Portland’s vision of a diverse, sustainable community with healthy neighborhoods, a vibrant central city, a strong regional economy, and quality jobs and housing for all. PDC is governed by a volunteer Board of Commissioners who are approved by City Council and report directly to Portland's Mayor. Website Port of Portland The mission of the Port of Portland is to enhance the region's economy and quality of life by providing efficient cargo and air passenger access to national and global markets. A nine-member commission, appointed by the Governor of Oregon and ratified by the Oregon Senate, sets Port policy during its monthly meetings. At least two commissioners must each live in one of the three counties in the Port district. The remaining members may live in any part of the state. SAIF Corporation SAIF Corporation is Oregon's not-for-profit, state-chartered workers' compensation insurance company. A five-member Board of Directors, appointed by the governor, oversees SAIF’s operations. By law three board members must be affiliated with organizations insured by SAIF. Member terms are four years.

Website TRIMET TriMet is a municipal corporation of the State of Oregon. It is a public body. It has broad powers to provide mass transportation on behalf of the district. It can issue and sell general obligation and revenue bonds, levy an employer payroll tax and levy a tax measured by net earnings from self-employment. TriMet is governed by a seven-member board of directors. They are appointed by the Governor to represent, and must live in, certain geographical districts. The term of office is four years, but board members serve at the pleasure of the Governor.
