Contracts / Procurement
The State Procurement Office in the Department of Administrative Services (DAS) is the central procurement authority for those state agencies that are subject to DAS authority. The office develops, establishes and administers statewide contracts for goods and services on behalf of state government and Oregon Cooperative Procurement Program (ORCPP) members.
State law gives many agencies authority to enter into contracts outside the State Procurement Office. Examples include the Oregon Lottery, Oregon Judicial Department, Oregon Department of Transportation, and the Oregon University System.
The reports and descriptions listed below reflect the diversity of the environment in state government contracting and procurement.

This report provides information on contracts and amendments to contracts issued from July 1, 2008 - June 30, 2009, for state agencies who are subject to DAS contracting authority. These agencies must report their contracting activity through the Oregon Procurement Information Network (ORPIN) system. The contract values reflected in this report are estimates.
Note: This report may not include contract information for the Oregon Judicial Department, Oregon State Lottery, Oregon University System, Oregon State Treasurer,* or semi-independent state agencies, boards, and commissions. Some executive branch agencies have independent contracting authority for specific goods and services (e.g., Transportation, Secretary of State, State Treasurer, Human Services, Fish and Wildlife, Parks and Recreation, Aviation, Economic and Community Development, Housing, Corrections, Veterans Affairs, Military, Education, and state agencies "specifically authorized" by any law outside the Code to "enter into a contract"). Thus, the ORPIN system may not capture contract information about those activities.

ODOT ORPIN Contract Report
This ORPIN report provides information on some contracts and amendments issued for ODOT from July 1, 2008 - June 30, 2009. The contract values reflected in the report are estimates only.
Due to ODOT's independent contracting authority, and associated independent systems for capturing contract information, ORPIN may not reflect data for some of the following types of contracting:

Purchases made by Purchase Order (under $75,000)

Work Order Contracts issued against price agreements not originally recorded in ORPIN

This report provides information on all contracts with a value of $25,000 or greater executed by the Oregon State Lottery Commission between July 1, 2008 - June 30, 2009. The report was compiled from monthly Commission Procurement Activity Reports and contains a description of the contract, the contractor's name, the contractor's state (from the purchase order, which may be different than the "remit to" or corporate office state), the date the contract or purchase was executed, and the contract value.
This report does not contain information on purchases made or contracts entered into with a total value of less than $25,000. The contract value listed is the "not-to-exceed" value of the contract at the time of execution; it does not reflect the actual amount paid to any contractor during the contract term.

The Oregon University System (OUS) Office of Capital Construction, Planning and Budget maintains the Capital Construction Retainer Program. The Retainer Program is a list of pre-approved professional consultants who have already entered into contracts to provide services at fixed rates of compensation and on certain terms. This report describes supplements (contracts) issued for construction and construction-related professional services and their amendments. Within the report, the "Supplement ID" field refers to the university that conducted the project.
