Historical Contracts

 

The State Procurement Office in the Department of Administrative Services (DAS) is the central procurement authority for those state agencies that are subject to DAS authority. The office develops, establishes and administers statewide contracts for goods and services on behalf of state government and Oregon Cooperative Procurement Program (ORCPP) members. 

State law gives many agencies authority to enter into contracts outside the State Procurement Office. Examples include the Oregon Lottery, Oregon Judicial Department, Oregon Department of Transportation, and the Oregon University System.​

The reports and descriptions listed below reflect the diversity of the environment in state government contracting and procurement.

ORPIN Contracts Report (Data Viewer)

This report provides information on contracts and amendments to contracts issued from July 1, 2011 - June 30, 2012, for state agencies who are subject to DAS contracting authority. These agencies must report their contracting activity through the Oregon Procurement Information Network (ORPIN) system. The contract values reflected in this report are estimates.

Note: This report may not include contract information for the Oregon Judicial Department, Oregon State Lottery, Oregon University System, Oregon State Treasurer, or semi-independent state agencies, boards, and commissions. Some executive branch agencies have independent contracting authority for specific goods and services (e.g., Transportation, Secretary of State, State Treasurer, Human Services, Fish and Wildlife, Parks and Recreation, Aviation, Economic and Community Development, Housing, Corrections, Veterans Affairs, Military, Education, and state agencies "specifically authorized" by any law outside the Code to "enter into a contract"). Thus, the ORPIN system may not capture contract information about those activities.

      This ORPIN report provides information on some contracts and amendments issued for ODOT from July 1, 2011 - June 30, 2012. The contract values reflected in the report are estimates only.

      Due to ODOT's independent contracting authority, and associated independent systems for capturing contract information,ORPIN may not reflect data for some of the following types of contracting:
      • Purchases made by Purchase Order (under $75,000)
      • Work Order Contracts issued against price agreements not originally recorded in ORPIN
      • SB 338 Go Oregon! (less than $50,000)
      • Highway Construction Contracting

Click here for more information about the Oregon Procurement Information Network (ORPIN) and Database and for more detailed access to contracts entered into ORPIN.   There are two levels of access to ORPIN: "Anonymous Browser" and "Subscription". "Anonymous" provides access to summary information while "Subscription" provides the user the ability to view and download detailed contract information for current and expired contracts. (Note: In previous years, ORPIN had a fee for the "Subscription" access. There is no longer a fee for this.)

The data viewer made available through data.oregon.gov below is a new addition to the Oregon Transparency Website.

 Within the data viewer below, click on the search icon  in the upper left hand corner of the frame to search for information contained within the file.  For more views of the data, to download the file in various formats, or to print the file, click on MENU in the top right hand corner of the viewer. You may also select "Discuss this Dataset" via the MENU (Note: Please see the data.oregon.gov data moderation policy prior to leaving comments.)  Finally, to access the full capabilities of data.oregon.gov (including the ability to visualize the data in graphs, charts, and maps) click on the icon  just below and to the right of the menu at the top right hand corner of the frame and then click Visualize.

These reports provide information on Highway Construction contracts issued through ODOT-specific contracting authority, during the period of July 1, 2011 - June 30, 2012, for the Oregon Department of Transportation. The contract values in this report are  amounts awarded to the contractor at the time of bid; they do not reflect final contract price or possible change orders issued after award.

 Contracts: ODOT: As of June 30, 2012

 

 

This report provides information on all Contracts or Contract Amendments with a total value of $5,000 or greater executed by the Oregon Lottery Commission between October 1, 2011 and June 30, 2012.

 A full year of reporting is not readily available as Lottery replaced its antiquated financial system mid FY12 and went live with its new financial system on October 1, 2011.  Additionally, only the outstanding (unpaid) dollar balances of open Contracts as of October 1, 2011 were migrated into Lottery’s new financial system.  Therefore, the reported “total dollar value of Contract”, including any Amendments executed in FY12, may not reflect the actual total dollar value of the Contract.

The Oregon University System (OUS) Office of Contracting and Purchasing maintains the Capital Construction Retainer Program. The Retainer Program is a list of pre-approved professional contractors and consultants who sign uniform contracts to provide specific services in two year cycles. This report describes supplements (contracts) issued for construction and construction-related professional services and their amendments. Within the report, the "Supplement ID" field refers to the university that conducted the project. This report provides information on contracts executed by the Oregon State Treasurer's Office between July 1, 2011 - June 30, 2012. The report contains a brief description of the contract, the contractor's name, the date the contract was executed, the anticipated contract end date, and the original contract value. The contract value listed is the "not-to-exceed" value of the contract at the time of execution; it does not reflect the actual amount paid to any contractor during the contract term. This report does not contain information on investment management or consultant contracts, or banking services contracts paid through non-limited expenditure limitation.

  • Historical Contracts

The following data is provided as an extract from the Statewide Procurement System (Oregon Procurement Information Network - ORPIN). It is a complete list of contracts that expired on or before December 31, 2012 and represents the full extent of electronic records of expired contracts that are tracked within ORPIN. The contract values reflected in the report are estimates only.

Note: A number of contracts may indicate an “Amendment Date” that may exceed the “Expiration Date”.  In these instances, the “Amendment Date” reflects an automated system time/date stamp that the system appended to the contract when the electronic version was accessed or modified, not necessarily when the legal instrument (the contract itself) was modified.
