The Oregon Municipal Debt Advisory Commission (MDAC) is responsible for providing technical assistance to local governments and state agencies and improving the market for bond issues in Oregon. This web page is intended to be a source of expanded information for bond issues in Oregon.

The Tax Cuts and Jobs Act adopted by Congress and signed into law eliminated the ability of municipal issuers to conduct tax-exempt advance refundings of their outstanding tax-exempt bonds as of January 1, 2018. While OST has temporarily suspended the advance refunding reviews and approvals described in "Steps..." below, legislation was recently introduced in the House of Representatives that would restore the federal tax-exemption associated with the advance refunding of municipal bonds. Initial co-sponsors of this legislation represent a bi-partisan, geographical cross-section of the U.S. Congress. This website will be updated as information becomes available.
