How to Renew your Career & Technical I License
                                                                                                     
Please read these instructions carefully, as the renewal requirements specific to your license type may have changed since you received your original advice letter.  Use these instructions to ensure that you are submitting all information needed for renewal. 
 
Fees for Renewing License:  
       
·      Nonrefundable processing fee of $100
·      Late fees of $25 for each month or portion of a month that your license  is expired, up to a maximum of $125
 
A.   Instructions Specific to this License:
 
1.  If this is the first renewal of your Career and Technical Education (CTE) I Teaching License, you must:
 
a.   Submit an official passing score on one of the following Basic Skills Exams (Reading, Writing and Mathematics):
 
o    Praxis 1: Pre-Professional Skills Assessment (PPST); or
o    California Basic Education Skills Test (CBEST); or
o    Washington Educator Skills Test – Basic (WEST-B); or
o    ORELA: Essential Academic Skills Exam (EAS)
 
·      Note: If you completed your original educator licensure program in another state, the basic skills exam will be waived if you submit one of the following:
 
o     Official transcripts verifying completion of a Master’s degree from a regionally accredited institution or foreign equivalent AND a copy of your full educator license from another state; or
o     Official sealed transcripts verifying completion of a doctorate degree from a regionally accredited institution or foreign equivalent; or
o     A copy of your non-provisional California Teaching Credential.
 
b.  Request that your school district submit a written statement requesting renewal of the CTE I Teaching License, and also confirm that your school district completed the Professional Educational Experience Report (PEER) Form and submitted the form to TSPC, verifying your teaching experience. 
 
c.  Submit verification of significant progress toward completion of your approved Professional Development plan, as originally approved by Oregon Department of Education (ODE).
 
·      TSPC is responsible for determining if significant progress has been made.  If there are questions concerning whether your progress meets the conditions of your approved plan, we will contact ODE directly.
·      Note:  Official transcripts must be submitted if you are showing progress with coursework completion.
 
Failure to show progress toward the completion of your approved Professional Development plan is deemed to be an incomplete application for renewal.
 
2.  If this is the second renewal of your Career and Technical Education (CTE) I Teaching License, you must:
 
a.  Request that your school district submit a written statement requesting renewal of the CTE I Teaching License, and also confirm that your school district completed the Professional Educational Experience Report (PEER) Form and submitted the form to TSPC, verifying your teaching experience. 
 
b.  Submit verification of significant progress beyond what was completed for your first renewal toward the completion of your approved Professional Development plan.
 
·      TSPC is responsible for determining if significant progress has been made.  If there are questions concerning whether your progress meets the conditions of your approved plan, we will contact ODE directly.
·      Note:  Official transcripts must be submitted if you made progress by completing coursework.
 
Failure to show additional progress toward the completion of your approved Professional Development plan is deemed to be an incomplete application for renewal.
 
IMPORTANT INFORMATION:  If this is the second renewal of your CTE I Teaching License you are NOT eligible to renew again.  Instead, no more than 3 years following the issuance of your FIRST Career and Technical Education I Teaching License you must:
 
·      Meet all the requirements for the Career and Technical Education (CTE) II Teaching License, or
 
·      Add the CTE endorsement to an existing Basic, Standard, Initial or Continuing Teaching License at the end of three years total.
 
3.  To qualify for the Career and Technical Education II Teaching License you must:
 
  • Already hold a Three Year Career and Technical Education Teaching License, a Five Year Career and Technical Education Teaching License or a Career and Technical Education I Teaching License.
 
·      Complete all steps included in the CTE II Teaching License Application Process set forth by the Oregon Department of Education (ODE). 
 
o     Note:  The CTE II Teaching License Application Process checklist can be found on the Oregon Department of Education’s website: 
 
·      File an application with TSPC, as described in section B of these instructions.  As we evaluate your application, we will determine if you have met the requirements set forth by ODE.  Since this is a coordinated application process, we will contact ODE if there are any questions concerning your qualifications. 
 
4.  To add your existing Career and Technical Education license as an endorsement on your Basic, Standard, Initial, Continuing or CTE II teaching license, you must:
 
·      Complete all steps included in the Add an Additional Endorsement Application Process set forth by the Oregon Department of Education (ODE). 
 
o        Note:  The Add an Additional Endorsement Application Process checklist can be found on the Oregon Department of Education’s website:    www.ode.state.or.us/search/page/?id=3228
 
·      File an application with TSPC, as described in section B of these instructions.  As we evaluate your application, we will determine if you have met the requirements set forth by ODE.  Since this is a coordinated application process, we will contact ODE if there are any questions concerning your qualifications.
 
B.   General Instructions for Submitting Materials:
 
1.    Submit the processing fee of $100.  This fee is not refundable.  You may pay by check or money order made out to "TSPC;" or with a debit or credit card by submitting the Credit Card Payment Form or by calling (503) 378-3586. (We do not accept American Express.)
 
2.    Complete all sections of the Application for License or Registration (C-1 form). You must carefully answer the Character Questions on page 4 of this form. Click here for the instructions on answering these questions. Be sure to sign and date the form, once completed.  
 
3.    Request that your Oregon district(s)/school complete the Professional Educator Experience Report (PEER form)and submit the form to TSPC. 
 
BEFORE SUBMITTING THE REQUIRED MATERIALS, HAVE YOU:
 
Filled out the C-1 application form completely, including answering the character questions?
 
Signed and dated the C-1 application form?  (Your application must be signed and dated within 60 days prior to the date the application is received by TSPC and cannot be post-dated.)
 
Submitted the processing fee?
 
Confirmed that your school district has submitted the required statement requesting that your CTE license be renewed?
 
o     Confirmed that you have completed any steps required by Oregon Department of Education?
 
Confirmed that your district(s) completed the PEER form verifying any Oregon educator experience?  The PEER form must be submitted in a sealed school district envelope or submitted electronically by the school district directly to TSPC.
 
Confirmed that TSPC has received official transcript(s) bearing the seal of the institution and the signature of the registrar, if coursework needs to be verified?  Transcripts must be submitted in an envelope sealed by the institution or submitted electronically by the college or university directly to TSPC.
 
WHEN SUBMITTING MATERIALS, PLEASE REMEMBER:
 
This license is not eligible for the 120-day grace period.  For this reason, all materials for renewal must be submitted as soon as possible to ensure continuous licensure.
 
·      Late fees:  The late fee is $25 for each month or portion of a month for which your license is expired, up to a maximum of $125 in late fees.  
 
·      Reinstating an expired license: If you allow your license to expire for more than one year, you must meet the licensure requirements in effect at the time you apply for reinstatement.  Please note that these requirements may differ from the requirements associated with the license that expired.)
 
·      You do NOT need to submit all of your materials at the same time.  It is acceptable to submit materials as you complete them.  However, please remember that the C-1 form and required fee MUST be submitted before your license expires.
 
·      Please do NOT staple your materials together.
 
Failure to provide all necessary materials in a timely manner will delay issuance of your license.
