eLicensing Documents: First License

Steps to receive a license, registration, or certificate:


Step 1:
Review the requirements listed on the License Requirements table.
Step 2: Submit an application and make payment in eLicensing.
Step 3: Submit the supporting documents listed on the table below.
Step 4: TSPC will evaluate the application and supporting documentation and send an email notice indicating:
  • Documents that must be submitted to finalize your application; or
  • That your license, registration, or certificate has been issued.
 

Note regarding out-of-state experience:

Teaching experience from other states may meet Oregon's teaching experience requirement if you were fully licensed by that state during the time you taught there. To submit teaching experience from another state:
  • Request an official at the employing school or school district to complete a PEER form (please note that the PEER form must come directly from the school or school district, not from the applicant); and
  • Submit a copy of the license from that state that shows you were licensed during the time of employment. Email PDF'd documents to: contact.tspc@oregon.gov.

Verification of completion of an advanced education program

NOTE:  If you currently hold a Initial II, Continuing, Standard or Basic Teaching License, you do not need to complete an advanced professional education program.  You will receive a Professional Teaching License based on your teaching experience.

·     Mental health and counseling concepts;
·     The exceptional child -- disabled, gifted, learning disabled;
·     Physical and developmental assessment of the school-age child;
·     The role and responsibilities of the School Nurse;
·     Human growth, development and learning;
·     Diversity; and
·     School emergencies;

PROFESSIONAL SCHOOL SOCIAL WORKER
 
Applicants must also meet all requirements of the Preliminary School Social Worker License

Oregon program completers: Official transcripts from recommending Oregon program. Please also confirm that your Oregon program provider has sent your program completion form to TSPC (formerly C2 form).
 
Out of state program completers: If you completed an out-of-state school social worker preparation program and have never held a non-provisional Oregon teaching license, you must first apply for the Reciprocal School Social Worker License.
 
If you have previously held a non-provisional TSPC license, you must submit official transcripts for your out-of-state program.

Please confirm that your sponsoring school district has sent the required sponsorship letter to TPSC.
Verification of one of the following:
·     Enrollment in a school counselor program and completion of 50% of the program  OR
·     Three academic years as a full-time certified Child Development Specialist (CDS) OR
·     A master’s degree in a counseling-related field.
Official transcripts, copy of CDS certification and/or resume.

To submit
official transcripts to the TSPC office:
  • To request transcripts: Contact your college or university and request an official transcript be sent to TSPC office.
    • Electronic versions of official transcripts:
      • Request the transcripts be emailed to tspc.transcripts@oregon.gov. To be considered official, institutions must email transcripts directly to TSPC.
      • TSPC will not accept emailed transcripts received by individuals and forwarded from their institution.
      • Official transcripts must be from a regionally accredited college or university.
      • Official transcripts must include the institution's seal and signature of the registrar.
    • Printed versions of official tanscripts:
      • Request the transcripts be mailed to: TSPC, 250 Division St. NE, Salem, OR 97301-1012.
      • Official transcripts must be from a regionally accredited college or university.
      • Official transcripts must include the institution's seal and signature of the registrar.

  • To submit official printed versions of official transcripts to TSPC:
    • The official transcripts must be received by TSPC in a sealed university or college envelope. 
    • When you receive your official transcripts from the college or university, please do not open the envelope. Simply place the sealed university or college envelope into another envelope and mail to TSPC office.
    • Unsealed transcript envelopes are not accepted.
    • Mail transcripts to: TSPC, 250 Division St. NE, Salem, OR 97301-1012.

To submit out-of-state licenses or certificates to the TSPC office:
  • Mail a paper copy of license/certificate: TSPC, 250 Division St. NE, Salem, OR 97301-1012.
  • Email an attached PDF of the license/certificate image to: contact.tspc@oregon.gov.
  • Email an attached PDF of a “screen shot” of the webpage from your official licensing agency that indicates you are currently licensed as an educator to: contact.tspc@oregon.gov(TSPC provides this option because many states no longer provide paper copies of licenses and certificates.)
