A five-member Governing Board, appointed by the Governor and confirmed by the Senate, sets agency policy and oversees general operations, and adopts a strategic plan every six years to guide DOGAMI's mission and objectives. The Board meets at least quarterly at sites around the state. As active members of their communities, Board members provide an important connection between Oregonians and DOGAMI’s work.
Board Members
Linda Kozlowski, Chair
Ms. Kozlowski is the director of the Emergency Management Division of Manzanita’s Public Safety Department, and president of the Manzanita City Council. She is a founding member and current president of the Emergency Volunteers Corps of Nehalem Bay, a group of more than 300 volunteers dedicated to helping north Tillamook County residents learn to prepare their families and their communities for natural hazards. She currently serves as the board chairperson of the CARTM community recycling center, as a member of the Tillamook Medical Hospital Governing Board, and as the chairperson of the Tillamook County Solid Waste Advisory Committee. Ms. Kozlowski earned a degree in chemistry from the University of Colorado. She is a former managing partner at human resources consulting firm Murphy, Symonds & Stowell. She lives in Manzanita.
Anne MacDonald, Vice-Chair
Anne MacDonald is an Oregon Certified Engineering Geologist with over 40 years of professional experience in environmental and engineering geology and geomorphology. Her specific expertise and experience is in stream channel mechanics and restoration, contaminant fate and transport, and assessing and managing environmental impacts of infrastructure projects (particularly mining, energy, transportation, and timber harvest). She was educated in geological sciences on the west coast, at the University of Washington (BS) and University of California Santa Barbara (C.Phil.), and has had the opportunity to live and work in the Rocky Mountain, midwest, and southern US. She taught at Indiana University and the Colorado School of Mines and worked for the federal and multiple local governments and several environmental consulting firms. Her consulting practice and local government experience occurred under a range of state and federal regulatory schemes, including the Clean Water Act, Superfund, the Endangered Species Act, and state and local land use requirements. She returned to the Pacific Northwest over 20 years ago with the intent to continue to learn from, and give back to, the professional community that launched her career. As part of that effort, she’s provided leadership within the Association of Engineering & Environmental Geologists, the Oregon Association of Clean Water Agencies, and River Restoration Northwest. She recently retired from Clean Water Services in Hillsboro, and resides in western Clackamas County.
Diane Teeman
An anthropologist, Ms. Teeman is the Culture & Heritage Director for the Burns Paiute Tribe, and has worked in cultural resource management for 30 years. She earned bachelor’s and master’s degrees in anthropology and philosophy from the University of Oregon, and is currently a doctoral candidate focusing on historic archaeology at the University of Nevada, Reno. Ms. Teeman is a former chairperson and councilperson for the Burns Paiute Tribe, and has twice served as an appointed member of the Oregon State Commission on Indian Services. She lives in Burns.
Tiffany Thomas
Dr. Thomas is a Principal Chemist and the Emerging Contaminants Practice Leader at Haley & Aldrich and has worked in environmental consulting since 2025. She received her B.S. in Environmental Chemistry from Northern Arizona University and her Ph.D. in Inorganic Chemistry from the University of California, Davis. She has extensively focused on contaminant fate and transport; geochemical modeling; data and statistical analysis; remedial design; and novel chemical analyses. Her clients have included mining companies, chemical manufacturing, oil and gas, Department of Defense, commercial and municipal landfills, water and wastewater treatment plants, and law firms for whom she has served as a consulting and testifying expert. She lives in Albany.
Ruth Dittrich
Ruth Dittrich is an Associate Professor in Economics at the University of Portland. She obtained her Ph.D. in the economics of climate change adaptation at the University of Edinburgh, Scotland. Prior to her Ph.D., she worked at the Europe Research Center of Harvard Business School in Paris, France and at the European Association of Chamber of Commerce in Brussels, Belgium. Ruth holds a M.Sc. in economic policy from the University of Birmingham, UK. For her B.A. in economics, politics and sociology, she studied at the University of Erfurt, Germany, the University of Sheffield, UK and the Institut d'Etudes Politques in Lyon, France.
Her research is in applied environmental economics working on interdisciplinary topics with natural sciences researchers and policy institutions at the local, state and federal level. Topics she has worked on include evaluating the economic health cost of wildfire smoke, understanding stakeholder perception of lithium mining in Oregon, building water storage under climate change uncertainty in New Zealand and a cost-benefit analysis of trees as a flood management measure in the UK. She lives in Portland.

Strategic Plan
The
2024 Strategic Plan provides shared goals and objectives to guide the Agency’s progress over the next six years. The Strategic Plan establishes five Agency imperatives, and outlines objectives and initiatives related to each imperative. Short-term goals are developed during each biennium to advance specific objectives. Additionally, the
2024 Diversity, Equity, and Inclusion Plan outlines the Agency's efforts at advancing Diversity, Equity, and Inclusion at DOGAMI and in the geosciences in general.
