2014-16 Coordinated Care Model Alignment Work Group
 

In response to the Governor’s June 2013 request, the Oregon Health Policy Board (OHPB) recommended strategies and actions to align the Affordable Care Act implementation with Oregon’s health system reform. Among these recommendations, the OHPB calls for the spread of the coordinated care model to the broader market by aligning coordinated care model principles across payers and implementing organization alignment around those principles. To fulfill that request, the Oregon Health Authority (OHA), the Public Employee Benefits Board (PEBB) and the Oregon Educators Benefits Board (OEBB) have created the Coordinated Care Model Alignment Workgroup, scheduled to end in mid-2016.

The workgroup will be guided by the Triple Aim: better health, better care and lower costs; the OHPB’s 2013 Coordinated Care Model Alignment Workgroup report, which outlines coordinated care model attributes and organizational examples; and Oregon’s coordinated care model principles as listed below:

  • Using best practices to manage and coordinate care,
  • Sharing responsibility for health,
  • Measuring performance,
  • Paying for outcomes and health,
  • Providing information so that patients and providers know price and quality, and
  • Maintaining costs at a sustainable level.

This workgroup builds upon the 2013 Coordinated Care Model Alignment Work Group that was tasked with providing input and recommendations on potential regulatory delivery system alignment improvements; specifically, in relation to PEBB, OEBB, and qualified health plans. In December 2013, this workgroup completed its work with the submission of a report to the OHPB and Governor.
