Proposed rule changes

CCB has initiated the rulemaking process for permanent rules relating to a pilot pre-license project.

The CCB proposes a three-year pilot project to offer an alternative form of pre-license training and testing. The goal is to produce new contractors better equipped to run their own businesses and, specifically, to improve licensure and regulatory understanding among limited English-speaking applicants. 

The CCB has partnered with the Clackamas Community College Small Business Development Center (SBDC) to offer this training. The class must cover the same subjects required in the current pre-license training.  However, the SBDC will offer the courses in a traditional classroom (or virtual classroom) setting that allows for interaction and feedback.  

The program will incorporate testing throughout the course rather than require passage of a single test (at a test center) at the end of the training.  While the program will be open to any future contractor, the CCB anticipates that this learning approach may be particularly helpful to candidates with English as a second language. 

Students who pass the course will be eligible to apply for a CCB license with proof of course completion. The program is scheduled to launch in the summer of 2018.
