About DHS Safety, Oversight and Quality

The Department of Human Services (DHS) is responsible for licensing or registering and providing regulatory and corrective action functions for licensed facilities and agencies.

These functions are handled by several programs within DHS:

Aging and People with Disabilities (APD) licenses/regulates the following:

  • ​Residential Care and Assisted Living Facilities
  • Nursing facilities
  • Endorsed Memory Care
  • Adult Foster Homes (other than in those in Multnomah County)
  • Room and Board Facilities
  • Long-Term Care Referral Agencies

Intellectual and Developmental Disabilities (I/DD) licenses/regulates the following:

  • ​I/DD Child and Adult Foster Homes
  • 24 Hour Residential Services for Children and Adults
  • Supported Living Programs
  • Employment Services
  • Community Living Services
  • Professional Behavior Support Services
  • Medicaid Agencies
  • Brokerage Services

 

Child Care Licensing licenses child-caring Agencies that operate any of the following:

 

  • ​Academic Boarding Schools
  • Adoption Agencies
  • Day Treatment Programs
  • Homeless and Runaway Youth Shelters
  • Residential Programs for Youth Transitioning to Independence
  • Residential Treatment Facilities
  • Therapeutic Foster Care Programs
  • Therapeutic Outdoor Youth Programs​​
