Oregon Tax Employer Reporting (OTTER)

The Oregon Payroll Reporting System (OPRS) is replacing OTTER. OTTER is no longer available. If you installed the 2019 version, you can use it for Second Quarter (Q2/2019) filings that take place in July. However, it will be decommissioned after that and transfer files will no longer be accepted.

Please use OPRS for your Third Quarter (Q3/2019) filing(s) that take place in October. The link to OPRS is We recommend registering and affiliating prior to Third Quarter (Q3/2019) to be ready to file your reports.

OTTER is a free Windows based program provided by the Oregon Employment Department, for the electronic filing of the Oregon Combined Payroll Tax reports. 

**The new Statewide Transit Tax will not be included in OTTER. For more information about this tax, please visit the Oregon Department of Revenue's site:
