Effective February 1, 2017, documents may be filed by email. To do so, please attach the filing as a PDF and send it to ERB.filings@oregon.gov. The filer is responsible for ensuring that the correct documents are properly filed. Note that any filing that requires a filing fee (such as an unfair labor practice complaint or answer) is not considered filed until payment is received. Once filed, you should receive an auto-reply indicating that the email was received. If you do not receive an auto-reply shortly after the filing, please contact April Bathurst at 503-378-3807 or by email at Emprel.Board@oregon.gov.

Fax Filings

Any complaint, answer, petition, or other pleading may be filed or served by fax. If a filing fee is required, the document is not considered filed until the fee has been received. General And Election Procedures and Questions of Law

The Board maintains a small law library which is open to the public. The ERB library contains all decisions of the Board, the Oregon Court of Appeals, the Oregon Supreme Court, as well as Oregon Revised Statutes, Labor Arbitration Reports (to 1996), the Labor Relations Reference Manual (to 1996), and other labor law research materials. The ERB office is open from 8:00 a.m. to noon and from 1:00 p.m. to 5:00 p.m. If you have questions, please contact April Bathurst at (503) 378-3807 or email April.Bathurst@oregon.gov.

Public Records Requests

1. Complete a Public Records Request form (Note there is a $.25 charge per page to receive copies of any documents. Fees are outlined under 2018 ERB Fee Schedule)

2. Email your request to emprel.board@oregon.gov or

3. Mail your written request to:

Request Recording of an ERB Hearing

To request a recording of an ERB hearing, fill out an ERB Public Records Request form and email the completed form to Emprel.Board@oregon.gov. Please review the ERB Fee Schedule for related  costs.
