Electronic Submittals of Post-acknowledgement Plan Amendments


The Land Conservation and Development Commission (commission) initiated rulemaking to amend Oregon Administrative Rule (OAR) chapter 660, division 18 at its May 2013 meeting. The purpose of the amendments are to remove barriers to electronic submittal of notices from local governments to the Department of Land Conservation and Development (DLCD) regarding proposed and adopted changes to comprehensive plans and land use regulations.

Currently, the administrative rules require such notices to be provided in hard copy. The draft rules remove provisions that prevent submittal of notices only in electronic format and add provisions specifying that electronic submittals will be accepted.

Rulemaking Process

The commission is scheduled to conduct a hearing on the proposed rule amendments at its September 26, 2013, meeting. The commission will be asked to adopt the amendments at that meeting.

Because of the minor and technical nature of the proposed rule amendments, the commission did not appoint a rules advisory committee to develop a draft. The department will accept comments and suggestions regarding the proposed rule amendments up to and including the hearing on September 26, 2013. In order to have your comments addressed in the department’s  report to the commission, they must be submitted by September 2, 2013.
