ODOT Procurement Office
The ODOT Procurement Office (OPO) contracts goods, trade and professional services, public works, and highway construction projects for between $580 million and $790 million each year.  In order to accomplish this, OPO contracts for the services listed below.

Goods, Trades Services and Public Works
Annually contracts for $30 million to $40 million are established through various solicitation methods including Invitation to Bid (ITB), Request for Proposal (RFP), and alternate contracting processes such as design/build.  Contracts for Goods, Trade Services, and Public Works projects are processed through OPO.  Formal competition is required and all solicitations are advertised on DAS’s Oregon Purchasing Information Network (ORPIN) under “Other Bidding Opportunities” and on the ODOT web site.  In some instances, Public Works and Improvement contracts are required to be advertised at least once in a trade journal or newspaper of general statewide circulation.  ODOT generally uses the Daily Journal of Commerce.

Personal/Professional Services
Each year ODOT awards between $300 million to $400 million in Personal Services, Architectural & Engineering and non-Architectural & Engineering contracts.  These procurements are managed by OPO.  Both the formal and informal competitive Request for Proposal (RFP) solicitation processes are utilized for these contracts.  Formal solicitations are advertised in the Daily Journal of Commerce, on the ORPIN program and on the ODOT web site.  Informal solicitations are advertised on the ORPIN and ODOT web site.

Highway Construction
The Construction Contracts Program contracts for highway and bridge construction and major renovation projects. Each year $250 million to $350 million is awarded for transportation project construction.  Competitive bidding is required and all solicitations are advertised in the Daily Journal of Commerce, Construction Market Data, ORPIN, newspapers and on the ODOT web site.
Prime Contractors must be prequalified at least ten days prior to the project bid opening date.  Prequalification information may be obtained by calling (503) 986-6916.

Intergovernmental Agreements
OPO directs and administers the agency’s statewide Agreements Program by providing technical assistance to the agency, local and state governments, the public and agency staff statewide on agreement and grant policies, practices and state and federal regulations.
