Welcome to the ODOT Wetlands Page, presented by the Wetlands Program. The Wetlands Program is responsible for department compliance with the Oregon Removal-Fill Law as well as section 404 of the Federal Clean Water Act. The goal of the Wetlands Program is to ensure that wetland and water resources are accurately identified during project development and that appropriate measures are taken to avoid and minimize impacts whenever feasible. Operated out of Salem, the Wetlands Program tracks reports submitted to regulatory agencies by wetland specialists and permit coordinators located in all of ODOT's 5 Regions. Additionally, the Program Coordinator tracks data and ensures that standards and procedures are followed to adequately document findings.
This website contains standards for completing various wetland and waters reports. It also provides guidance for completing wetland and waters related tasks- scoping, delineations, functional assessments, avoidance-minimization and alternatives analysis, impact assessments, mitigating actions, compensatory mitigation plans and monitoring reports.
Mitigation Conservation Banking
The banking program allows ODOT to efficiently mitigate for unavoidable wetland and natural resource impacts from highway construction and maintenance projects.
