Information Technology Benefit-Cost Evaluation Report
In 2003, the Oregon Legislature enacted the third Oregon Transportation Investment Act, or OTIA III. This funding package provides more than $1.3 billion to repair or replace more than 300 state bridges by 2014.
The following report is an evaluation of the benefits and costs of nine information technology systems put in place by ODOT and the Oregon Bridge Delivery Partners (OBDP) in support of OTIA III State Bridge Program.
A separate report on each system describes the background and development of the tool, its operational logic, and the alternative system that would have been used had the tool not been available. The nine IT tools evaluated had a combined benefit cost ratio of 2.1, indicating that for every $1.00 invested in these tools, they returned $2.10 in benefits to the OTIA program.
The nine IT systems brought online to assist in management of the program are as follows:

  • EBRO Mobile Data Collection
  • Engineering Drawing System
  • Electronic Document Management System
  • Construction Engineering/Inspection tool
  • Pre-Construction Assessment tool
  • Work Zone Traffic Analysis tool
