Interstate Signs Project (I-84)

Night work begins late summer 2017

Project Description​

The Oregon Department of Transportation will begin night work on Interstate 5​ and Interstate 84 in late summer 2017 to install, replace, repair and upgrade existing interstate signs and sign structures to meet current federal standards. The project area along I-84 will occur between the NE 102nd Ave. overcrossing and slightly east of the NE 148th Ave. overcrossing.The project area along I-5 will occur south of the Iowa Street viaduct and north of the Highway 217 interchange ​(visit the I-5 Signs Project Page for more info: click here​). In 2015, ODOT replaced several green highway signs along Interstate 5 in Portland.

Work begins late summer 2017 and is expected to be completed fall 2018​.

Project Need

Several existing interstate signs and sign structures on I-84 a​re in poor condition and need to be replaced, repaired or upgraded to meet current federal highway standards. The new signs will feature more reflective materials and a less cluttered design, making them easier to read. 

Construction Impacts: Night Work & Traffic Impacts

When construction begins in summer 2017, nighttime construction activities will occur at each site location. Nighttime construction noise will occur intermittently at specific site locations on I-5 and I-84 and those working or living in the area may hear the noise. 

Noise will come from heavy equipment, construction trucks, beeping when construction vehicles are in reverse (a requirement by the Occupational Safety and Health Administration), and equipment such as concrete saws, drills and haul trucks. Work is expected to be completed at most sites within two and six nights. However, other sites will take longer to complete.

Nighttime lane restrictions on I-84 will occur weekdays from 10 p.m. to 5 a.m. and weekends from 11 p.m. to 8 a.m. Nighttime lane restrictions on I-5 will occur weekdays from 8 p.m. to 5:30 a.m. and weekends from 8 p.m. to 9 a.m.

ODOT is requesting a nighttime noise variance permit from the City of Portland (Title 18). Working at night is necessary to keep daytime traffic flowing on the heavily traveled freeways. As part of the permit process, ODOT will present the noise application to the Noise Review Board on Wednesday, April 12 in order to gain approval. This meeting is open to the public.

Why will there be nighttime work? 

Working at night is necessary to keep daytime traffic flowing on these heavily traveled freeway. 

Prior to construction, you will receive a construction notification from ODOT with a noise hotline number to reach a live person 24-hours a day to help resolve any noise-related problems or incidents.

More information on traffic impacts, including ramp closures and detour information will be provided prior to construction.
