The Operations Unit is centrally located in the Right of Way Section's Headquarters Office in Salem. This unit includes the Appraisal Review program, the Relocation program, Alternate Dispute Resolution (ADR) program and condemnation case liaison in collaboration with the Oregon Department of Justice.
The Operations Unit also includes the Processing & Closing program.
The Appraisal Review Program implements state and federal policies and procedures for the development of highway and other related projects. This unit also reviews appraisals to assure they meet accepted standards for completeness and accuracy and comply with the requirements of the State Right of Way Manual.
The Relocation Program implements policies and procedures relating to the relocation program and reviews relocation activities to assure they comply with the State Right of Way Manual, and state and federal laws.
The unit is also responsible for acquisition and condemnation processing and title and escrow services. They also provide support for Federal land acquisitions and jurisdicitional transfers. Administration and oversight of the RITS (Right of Way Information Tracking System) is provided by the Operations unit. This project has captured data and information from paper maps and files and transformed them to electronic, digital images, stored in a database.
The ADR program consults and provides technical guidance in the selection of property acquisition cases that are appropriate for mediation or other dispute resolution procedures and manages the cases from inception through resolution. The unit processes all condemnation files to the complaint stage, and makes timely court filings to assure that the project certification deadlines are met.
