This audit, requested by the Major Projects Branch Manager, focuses on site acquisition and partnership processes within the Oregon Wireless Interoperability Network (OWIN), which has recently been transferred to ODOT. Public Knowledge conducted a benchmarking study of other states with interoperability projects either completed or currently in progress. Though eight states were initially targeted, communications with only five states was successful. Information from the benchmarking study can be categorized in six area: Project Organizational Structure, Partnership Development, Cost Recovery, Site Acquisition and Construction, and Ongoing Operations and Training. Read More
