2017, the Oregon Legislature passed Keep Oregon Moving (House Bill 2017), which
includes changes to the existing Connect Oregon Grant Fund (ORS 367.082) program
that necessitates aligning the implementing rules with the new statutes. The
legislation made structural changes to the program, with a separate allocation
of 7% for bicycle and pedestrian transportation projects. Beyond the
substantive changes to the Connect Oregon program, HB 2017 charged the
Department with streamlining the application process. The program was further
modified by HB
2592, which among other things, further clarified the separation between
freight (aviation, marine and rail) and the active transportation parts of the
The Connect Oregon Rules
Advisory Committee (RAC) is tasked with updating Connect
Oregon Administrative Rule Chapter 731 Division 35 to align
with the legislative intent of the two house bills, under ORS 367.080
to 089 for the freight element (aviation, marine and rail) of the program. As
part of this work effort the committee enhanced the match and readiness
requirements, and implemented ways to streamline the review process. The
Committee consisted of representatives from Statewide modal
committees, the Legislature, State and Local Governments.
their final phone meeting on September 24, 2019, the RAC voted to recommend a
set of rules to be adopted by the Oregon Transportation Committee after going
through the appropriate rulemaking process. The tentative
timeline and next steps for formal adoption are as follows:
