In 2017, the Oregon
Legislature passed Keep Oregon
Moving (House Bill 2017),
which includes changes to the existing Connect Oregon Grant Fund (ORS 367.082) program that necessitates aligning the implementing
rules with the new statutes. The legislation made structural changes to the
program, with a separate allocation of 7% for bicycle and pedestrian
transportation projects. Beyond the substantive changes to the
Connect Oregon program, HB 2017 charged the Department with streamlining
the application process.
Connect Oregon Rules Advisory Committee (RAC) is tasked with
Oregon Administrative Rule Chapter 731 Division 35 to align
legislative intent the transportation funding package
(HB 2017), under ORS 367.080 to 089 for the freight element (aviation, marine
and rail) of the program. As part of this work effort the committee enhanced
the match and readiness requirements, and implemented ways to streamline the
review process. The Committee consisted of representatives from
Statewide modal committees, the Legislature, State and Local Governments.
the 5th meeting, the RAC agreed upon draft
rules. These draft rules will move to adoption this fall after
incorporating final input from the RAC after they reflect changes by HB 2592.
Please note that the bicycle and pedestrian rules are being drafted by a separate RAC.
