Access to Recovery (ATR)

What is Access to Recovery?

Access to Recovery (ATR) was a federal grant program meant to increase the accessibility of recovery services, using a recovery-oriented system of care. The grant has concluded, and ATR services are no longer available as of March 31, 2019.

  • The U.S. Substance Abuse and Mental Health Services Administration Center for Substance Abuse Treatment awarded the Oregon Health Authority its ATR grant in May 2015.
  • Oregon's ATR program served almost 4,500 clients from August 2015 through March 2019, providing over $5.5 million in recovery housing, case management, basic needs, transportation, peer mentoring, education, employment, and other services.
