Compliance with COVID-19 Executive Orders

​The Health Licensing Office has filed temporary Oregon Administrative Rule 331-020-0078 to clarify the potential consequences of an authorization holder failing to comply with an Executive Order issued by the Governor or failing to comply with state agency guidance during a declared disaster or emergency. The temporary rule language is effective May 15, 2020.

Personal Services Guidance for Phase One Reopening in Oregon

​The Oregon Health Authority has finalized specific guidance for personal services during the phase one reopening for Oregon counties. This guidance is required for those licensed under the Health Licensing Office providing personal services.

There is currently no set date for counties to begin phase one reopening. Please ensure the county you work in, or where your facility is located, has received approval to enter into phase one before you open and begin providing personal services. In addition to this guidance, you must also follow any additional guidance as required by your county.

Delinquency Fee Discount for Authorization Holders During Declared State of Emergency

​The Health Licensing Office (HLO) filed a temporary rule with the Secretary of State's Office providing discounted delinquency fees for all HLO authorization holders during the COVID-19 pandemic state of emergency. The Governor's Executive Order No 20-03 directs state agencies to develop and implement procedures, including adopting temporary rules designed to prevent or alleviate the financial burden caused by the public health threat.

HLO Closed to Public Walk-Ins but Staffed to Assist You

​In an effort to help slow the spread of COVID-19 in Oregon and protect employees and the public, the Health Licensing Office (HLO) will be changing the way it provides services at our location in Salem. Effective Wednesday, March 25, 2020, the HLO walk-in lobby will be closed indefinitely to the public due to the Governor's Executive Order No. 20-12.

The HLO will remain open to staff so they can assist you by way of email: hlo.info@state.or.us, and phone: (503) 378-8667, during our normal business hours. Many of your questions can also be answered by visiting the HLO website and the Oregon Health Authority, COVID-19 updates page.

HLO business hours:

​​​Monday: 8 a.m. to 4:30 p.m.
Tuesday: 9 a.m. to 4:30 p.m.
Wednesday through Friday: 8 a.m. to 4:30 p.m.

Once a determination for reopening to the public has been made, we will post the date to our website. Please check back often for status updates.

Obtaining Continuing Education During COVID-19 State of Emergency (revised)

​The Health Licensing Office has filed a temporary Oregon Administrative Rule (OAR) with the Secretary of State's Office. The temporary rule language impacts the Office's license, certification, and registration holders regarding continuing education requirements as a condition for renewal during the COVID-19 state of emergency. The temporary rule is good for 180 days, from March 18 to September 13, 2020.
